Togo - Health - Towards universal health coverage

The National Health Development Plan (NHDP), 2017-22, was developed to address the challenges encountered by the first plan and move Togo toward achieving universal health coverage. The Togolese Parliament adopted the law on universal health insurance in October 2021.

Health insurance coverage only affected 7.6% of the population, including 4% covered by the National Health Insurance Institute (INAM) scheme, 2% by private systems and 1.6% by mutual health insurance companies. 500,000 Togolese thus benefited from health insurance at the end of 2021, mainly civil servants. Aware of this limited social coverage, the Togolese State has undertaken various measures in recent years to improve the social coverage rate by extending social protection systems to the informal economy sector, which employs 80% of the working population.

On October 12, 2021, Parliament unanimously adopted the bill establishing universal health insurance in Togo. This adoption marks a new step towards realizing the ambition of universal health coverage in Togo, and culminates the process marked by the adoption, to this effect, of a preliminary draft law by the Council of Ministers.

The establishment of universal health coverage should enable the transition from a legally affirmed right to health to a truly exercised right to receive treatment. It will enable the Togolese population to now benefit from quality health care at an affordable cost.

The bill also provides for the creation of a national health insurance agency, which will manage this project.

The law establishes two schemes. The first applies to all those with a minimum income and who must therefore contribute according to terms that remain to be defined; the other, called the medical assistance scheme, is intended for those who are unable to contribute and for whom the services will be free.

The new law is accompanied by a strengthening of the technical platform: the construction of 200 health centers is expected and nearly 300 others are to be renovated, with the aim of bringing health centers closer to the population, especially in rural areas. The health infrastructure project is consistent with the Togolese authorities' desire to guarantee access to health care for all. They have also initiated other programs and projects, the most recent of which, called "Wezou," supports pregnant women and newborns.
