This sector contributes only 1 to 4.3% to the country's GDP and indirectly employs fewer than 500,000 people. Production is below expectations. Indeed, the sector has experienced a decline since the 2018/2019 campaign. From 137,000 tonnes of production during that campaign, production fell by 15.3% during the following campaign. In 2020/2021, production recorded a further drop of 43%.

However, this agricultural sector is particularly strategic in terms of value creation and jobs, especially for small farmers located in the northern regions.

Togo opted for privatization, selling 51% of its shares in the Nouvelle Société Cotonnière du Togo (NSCT) to the Singaporean giant Olam in December 2020. The local producers' group shares 25% of the shares, while the state retains 24%. The outlook for the entire sector is for production of 135,000 tonnes for the new season and 225,000 tonnes by 2025.

The NSCT will take charge of all cotton activities in the country, from supporting farmers to marketing, ginning, and sales. The purchase price of seed cotton will be raised to 254 CFA francs/kg, and the company will help farmers by providing fertilizers and supporting the mechanization of the sector. A factory located in the Adétikopé industrial zone aims to process 5,000 tons of fiber locally by 2022 and 25,000 tons over the next three years. This is a real challenge, as this sector enjoys enormous potential with local processing.
