The two main operators are Togocom and Moov. Togocom, a holding company born from the merger of Togo Telecom and Togo Cellulaire. The company, now valued at 210 billion CFA francs, is owned 49% by the Togolese government and 51% by Agou Holding, a consortium composed of Axian Group and Emerging Capital Partners. It operates mobile and fixed-line telephone networks and provides internet services. Atlantique Télécom Togo (Moov Togo), a private operator that obtained its license in 1998, provides mobile network and internet services. In addition, Café Informatique & Télécommunications, a private operator providing internet access services via WLW technology; Téolis SA provides internet access services based on LTE technology; and Groupe Vivendi Africa Togo (GVA Togo) provides internet access services based on fiber optics to the home.

Togocom's 5G will accelerate digital development and digital transformation to support Togo's economic growth and better access for every Togolese to education (virtual distance learning, interactive learning) and health (online consultation, robotic surgery, etc.). The commitment was made in November 2019 to make Togo the digital hub of the sub-region to meet the PND's economic and social objectives and provide all Togolese with innovative solutions for better access to education, health and public services throughout the country. 5G will thus facilitate innovative uses by enabling the emergence of new services that meet the needs of various sectors of the economy such as energy, health, industry, transport, etc.

In September 2021, the Board of Directors of the West African Development Bank (BOAD) approved 20 billion FCFA in financing for the expansion and modernization of the network of the operator Togocom. The facility granted by the sub-regional institution based in Lomé will be used for the construction of 430 new mobile network sites; the upgrading of 793 sites to 4G standards; the deployment of 53 new 5G sites in five zones on an experimental basis; the connection of 613 sites to optical fiber and the extension of international access capacity from 60 Gpbs to 80 Gpbs. The work should ultimately enable the operator owned by the Agou Holding consortium (bringing together Axian Group and Emerging Capital Partner) and the Togolese State to achieve coverage of 98% of the population and 90% of the Togolese territory by 2023.

Created in 2012, the Electronic Communications and Postal Regulatory Authority (ARCEP) is the institution responsible for regulating the electronic and postal communications sector in Togo. It is an independent administrative authority. ARCEP ensures the proper functioning of networks and the behavior of the electronic communications market in the country. Thus, its project to equip itself with a BSS (Business Support System) Platform should allow for real-time monitoring of the electronic communications market, traffic and base data (subscribers, SIM cards, phones, etc.), economic data of the sector, customer satisfaction, investments made by operators, in particular. ARCEP is increasingly active in regulating the sector, as evidenced by the recent reforms and corrective procedures it has initiated with regard to the country's telephone operators.

Togo: first African country to land Equiano, the new cable Google submarine 
The Equiano Project is divided into two phases: the first phase involves the construction of the submarine cable, and the second phase will involve the management and resale of international capacity to internet service providers, both in Togo and in neighboring countries, in order to ensure affordable prices on the Togolese market in particular. The Equiano submarine cable will run from Portugal to South Africa, along the African coast of the Atlantic Ocean, connecting points such as Lomé (Togo), Lagos (Nigeria), Swakopmund (Namibia), and Cape Town (South Africa), with connections in place for the following phases of the project. The infrastructure is expected to provide approximately 20 times more network capacity than the last cables built to serve the continent. Once South Africa is activated, the cable could be put into service from the fourth quarter of 2022.
